Digital continuity represents a major inflection point on the path toward digital transformation. With industrial data alone expected to exceed 4.4 zettabytes by 2030, today’s all-cloud architectures—predominantly controlled by hyperscalers in the US and China—are bumping up against the exponential growth of operational data. This changing landscape brings a unique opportunity for France and Europe to regain the upper hand. Despite the massive amount of industrial data available, less than 5% of it is currently used. The potential is considerable, but so is the strategic risk if control of this data remains outside of Europe.

France already has some decisive advantages: Domestic players include sovereign local cloud providers like Cloud Temple and OVH; European leaders in data exchange like Dawex; integrators and manufacturers like Sopra Steria and Valeo, suppliers of operational intelligence management equipment and solutions like Schneider Electric, as well as leading research institutes like the CEA. Current initiatives, such as France 2030, the OTPaaS and Data4-X programs, and European projects like Gaia-X, are creating a solid foundation to build on digital continuity solutions through interoperable technologies.

This White Paper focuses on the opportunities digital continuity will provide to strengthen our technological leadership in sectors crucial to the economy as well as in government and public services. The contributors to this paper are advocating for ambitious collaborative research projects in France to develop pilot cases of digital continuity in businesses and services, as well as in government administrations, to accelerate France’s digital transformation. Strong public support for research and innovation in this area is essential.
